  • Administers and provides corporate guidance on coal combustion residuals (CCR), landfill, groundwater, and UST-related permits, regulations, and legally binding agreements for Santee Cooper business functions and operations. Develops and maintains various plans and procedures, including CCR impoundment closure plans. Develops and maintains relationships with internal customers to provide cost effective support for business needs, focusing on regulatory compliance. Cultivates external relationships with regulators to influence reasonable environmental policy, produce permits that allow compliance in a cost-effective manner, and address compliance issues as needed. Develops and recommends Santee Cooper's compliance strategy for pending regulations and manages or influences the development and implementation of programs and procedures to facilitate compliance.


  • Essential Job Tasks:
  • Obtains operating and construction permits and other necessary approvals from external regulators on all CCR and groundwater-related issues to support business functions throughout Santee Cooper, including ash pond closures and Class 3 landfills. These regulators include the EPA, SCDES, COE, and other local government or regulatory organizations.
  • Compiles and submits environmental compliance state and federal reporting as required, and all related environmental regulatory reporting.
  • Analyzes and assesses existing and proposed environmental laws and regulations that affect Santee Cooper operations and advises internal customers regarding pending laws and regulations.
  • Provide leadership to identify, evaluate, and focus on consistent environmental approaches and strategies to ensure compliance with regulatory requirements and to identify and manage environmental risks.
  • Cultivates relationships with external regulators and peers at other utilities and trade groups to understand and influence environmental agendas.
  • Works with internal customers to influence regulatory developments by understanding and developing potential compliance strategies, providing data, and providing comments on draft regulations.
  • Provides expertise as needed and requested throughout Santee Cooper on complex CCR and groundwater-related environmental issues, including compliance management and processes.
  • Provides guidance on Santee Cooper strategy relating to environmental issues, particularly relating to CCR, groundwater, landfills, and USTs.
  • Administers project work as needed to complete job duties, including acquisition and management of consultants when necessary.
  • Oversees the development of proposals, review of bids and quotations, and consultant selection.
  • Develops and maintains unit O&M and capital budgets, and monitors spending and variances.

    Sr. Engineer
  • Bachelor’s Degree in Engineering with a background in environmental regulatory processes + 10 years directly related technical experience.
  • PE required.
  • MBA or relative master’s degree preferred.


  • Compensation Information
    $100,550 - $125,680 (min. - mid.)

    Engineer III
  • Bachelor’s Degree in Engineering with a background in environmental regulatory processes + 5 years directly related technical experience.
  • MBA or relative master’s degree preferred.


  • Compensation Information:
    $90,190 - 112,730 (min. - mid.)

    Engineer II
  • Bachelor’s Degree in Engineering with a background in environmental regulatory processes + 2 years directly related technical experience.


  • Compensation Information:
    $80,890 - $101,110 (min. - mid.)
