Primary purpose: The Area Manager has overall responsibility for the daily operations of a product pipeline terminal, including all operational activities, performance management of staff, safety, quality control, budgeting, compliance and regulatory matters. The Area Manager is also responsible for any Company facilities/assets (pipelines, booster stations, remediation sites, etc.) within his/her geographic area, as well as oversight for the Right of Way (ROW) in that area. This position will manage Operators, Maintenance Technicians, and Line Rider(s). Essential duties and responsibilities: The Area Manager is responsible for effective and efficient oversight and day-to-day management of their Terminal(s) and/or Pump Station(s). This includes, but is not limited to: - Ensuring that the terminal and assets are in compliance and following Company Policy.
- Staying within and managing budget; providing detailed explanations for any budget variance requests and/or overrides.
- Performs as a liaison between terminal activities and customers in order to maintain efficient delivery and resolve any difficulties relating to scheduling, overages, shortages, and quality control issues.
- Supervises functions related to outside contractors operating on company property or in company areas in order to protect company interests
- Effectively coordinates all requirements affecting commercial products at applicable assignment locations, including quality control issues, additives, notification procedures, sampling, meter calibration, coordination of witnesses when required, overages, shortages, and service interruptions.
- Develops short and long-range plans, goals and objectives for terminal operations.
- Supervises staff, which may include any or all of the following: Operations Supervisor, Operators, Technician(s), Line Rider(s), and other personnel as assigned. Key responsibility is to maximize performance of staff.
- Plans and organizes workloads and staff assignments, establishes performance goals, reviews progress, advocates employee development and coaches performance, directs changes in priorities and schedules as needed to assure work is completed in an efficient and timely manner.
- Initiates and recommends selection/promotion of staff, salary change considerations, and disciplinary matters.
- Conducts performance evaluations; promptly and appropriately addresses poor performance and/or inappropriate behaviors of employees by working with/consulting management team and Human Resources.
- Oversees and monitors new hire training to ensure each employee is fully trained and understands their job responsibilities.
- Assists in planning and execution of capital projects in the area.
- Responds to emergencies 24/7 and other upsets and may be required to work nights and/or weekends.
- Responsible for maintaining company assets in good working order in order to maximize up-time.
- Remains current on developments in the field.
- Coordinates department services with other departments, governmental agencies, and customers.
- Coordinates with Products Movement regarding product delivery schedules, rearrangement of batch sequencing, equipment shutdowns, scraper runs, pipeline work, shipper needs, and any other variables affecting pipeline operations in order to minimize down time and throughput loss.
- Manages projects within assigned area of responsibility.
- Ensures compliance with all applicable local, state, and federal regulations affecting pipeline and/or terminal operations.
- Reviews contracts pertaining to work around Company pipelines to ensure Company property is protected. Includes screening and reviewing leases, foreign crossing permits, highway expansion, or any ROW intrusion.
- Coordinates pipeline relocation and other activities with Engineering and Houston Control Center, cities, landowners, utility companies, etc. Requests and directs the activities of company construction inspectors.
- Coordinates company response relating to actions of outside contractors which includes site inspection, preparation of as-built drawings, and confirmation of scope of work to be completed.
- Routinely inspects terminal to ensure compliance with maintenance, housekeeping, environmental and safety requirements.
Ensures all hazardous waste is handled according to state and federal regulations, as well as Company policy, not limited to, but including: - All hazardous wastes are properly stored and labeled.
- All documentation/records of hazardous waste are properly managed.
- Ensure weekly inspections of hazardous waste storage areas are performed and documented.
- All staff personnel are properly trained in the handling of hazardous waste.
- Perform and document weekly inspections of hazardous waste storage areas.
- Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets and employees, and the general public.

Minimum requirements: Education: - High school diploma or equivalent required.
Experience / Specific Knowledge: - A minimum of 10 years, well-rounded work experience with at least five years in pipeline operations or related industries.
- Proven leadership skills, either as a supervisor or in a ‘lead’ capacity where there was general oversight of personnel and a requirement to provide work direction, training and/or oversight of work activities.
Certification, licenses, registrations: - A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

Must be able to utilize appropriate interpersonal styles and methods in guiding individuals/department (subordinates, peers, superiors) or groups toward task accomplishment. - Proficiency with computer applications, including Microsoft Excel, Word, Project, PowerPoint and Outlook, as well as the ability to learn and effectively utilize other software applications used within the Company.
- A sound background in mathematics is important, in order to perform calculations and conversion work, as well as an ability to read mechanical/electrical/civil drawings.
- Well-balanced interpersonal skills. Must be able to establish and maintain effective working relationships with all levels of management, employees, customers, vendors, and outside regulatory agencies at the local, state and federal level; must be able to clearly and effectively communicate both orally and in writing, using good grammatical form, both in general correspondence, as well as on technical issues.
- Ability to supervise a diverse workforce.

Physical demands: - Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
- Exposure to smells and fumes associated with refined petroleum products.
- Work is performed outside in varying and sometimes extreme weather situations.
- Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, climbing storage tanks, working around heavy equipment and working in confined spaces
Working Conditions: - Must carry a cell phone and be able and willing to respond at any hour of the day or night to all after hours and/or weekend issues, including emergency situations. This includes being in possession of required equipment and tools, designated forms, policies, regulations, and manual.
- Position subject to 24-hour call-out, including nights, weekends, and holidays.
- Climatic conditions are determined by location assignment and may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun, depending upon geographic location.
- Extensive travel may be required including overnight stays for several days.
- Extended periods of sitting may be required for administrative activities.
Supervisory responsibility: Preferred education, experience, certifications, competencies, skills, and abilities: Above the minimum requirement; not required but advantageous in this position: - Bachelor of Science Degree in Engineering or Business Management or equivalent professional experience preferred.
- Pipeline operations experience, including specific working experience with products movement, mechanical maintenance, personnel management, legal, and/or environmental requirements affecting terminal activities is highly desirable.
- Experience as a supervisor, with a proven track record of effective leadership skills, is a plus.
The above statements describe the general nature and level of work being performed. This position may perform other duties as assigned. Pay range: $135,000-$205,000 per year.
