Responsibilities include, but are not limited to, administration of the natural gas measurement program in assigned areas; accountable for related activities including gas balancing, L&U evaluation, installation, operation and maintenance of all measurement equipment including metering devices, gas chromatographs, and SCADA equipment with an emphasis on maximum efficiency and safety. Ensures compliance with policies and procedures as mandated by state, and federal pipeline safety regulations. Essential duties and responsibilities: - Supervises measurement program, staff, and budget to achieve Division and Corporate goals; plans projects and designates accountability for assignments, reviews progress, directs changes in priorities and modifies schedules as needed to assure work is completed in an efficient and timely manner.
- Participates in the selection/promotion of staff, salary change considerations, and disciplinary matters.
- Conducts performance evaluations and resolves grievances.
- Provides training and leadership to measurement technicians to develop individual capabilities.
- Orients new employees to procedures, policies, location and operation of equipment or assigns such orientation and familiarization to appropriate personnel. Coordinates annual refresher, safety and emergency response training.
- Develops input to and administers capital and maintenance budgets based on staffing and resource requirements, cost estimates, objectives, and goals.
- Monitors and documents expenditures assuring compliance with approved budget and staffing levels.
- Creates, reviews, and enforces Lock-Out/Tag-Out procedures, Job Safety Analysis documents, and Shut-Out Plans.
- Manages limited-scope capital projects in conjunction with Operations and Technical Support groups.
- Plans, coordinates, and directs projects, determines priority of measurement projects and installation and maintenance of measurement equipment.
- Consults with Technical Manager and other Corporate Support groups on major projects, budget proposals, and priorities.
- Responsible for monitoring and reducing Lost and Unaccounted for gas on assigned systems.
- Oversees the installation, maintenance, and calibration of EGM computers and associated equipment.
- Supervises the installation, maintenance, repair and troubleshooting of orifice meters, turbine meters, PD meters, rotary meters, ultrasonic meters and associated equipment.
- Oversees the troubleshooting and repair of gas chromatography and contaminant analyzers.
- Oversees the troubleshooting, repair, and maintenance of natural gas odorization equipment.
- Supervises the installation and maintenance of electronic, and pneumatic controllers, relief valves and regulators.
- Consistently maintains and demonstrates a high regard for personal safety, for the safety of company assets, employees, and the general public.
- Serves as a primary point of contact when resolving measurement discrepancies and consults with leaders, peers, support groups, and other resources as needed in doing so.
- Regular and predictable attendance is required.
- This position may due other duties as assigned.
Education: - Associates in Engineering / Engineering Technology, or related field from an accredited school or relevant professional experience that has developed equivalent technical, project management, and natural gas measurement skills.
Experience / Specific Knowledge: - Ten years of natural gas measurement experience preferred.
- In-depth working knowledge of pipeline operations, project management, risk management concepts, engineering principles, and DOT Part 192 regulations.
- Understanding of basic cost/benefit analysis, financial forecasting techniques, and budget development.
- Mastery of current AGA and GPA standards and guidelines.
- Thorough knowledge of orifice meters, turbine meters, PD meters, rotary meters, ultrasonic meters, and gas chromatography.
- Understanding of NEC philosophies/procedures and classified locations.
- Functional knowledge of utility operations and right-of-way.
Certification, licenses, registrations: - Must possess and maintain a valid driver's license that meets company insurability requirements.

- In order to meet the various maintenance and general operational requirements, a demonstrated mechanical aptitude is necessary.
The successful candidate will demonstrate the ability to: - Effectively manage, train and lead subordinates to ensure department goals and objectives are accomplished in a timely and cost effective manner.
- Exercise skill in the monitoring, maintenance, and repair of measurement facilities.
- Plan, organize, and oversee assigned work programs.
- Analyze and evaluate operations; develop and implement corrective action to resolve problems.
Physical demands: - Must be able to lift a minimum of 20 pounds in awkward positions, and 50 pounds from floor to waist.
- Must be able to work outdoors in adverse weather conditions, climb vertical access ladders and stairwells, carry up to 50 pounds and to see, hear, walk and talk effectively.
Working Conditions: - Position subject to 24-hour call-out, including nights, weekends, and holidays.
- Climatic conditions are determined by location assignment and may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun.
- May drive a 4-wheeled vehicle several hours per day. Must be able to navigate pipeline right-of-way without accidents or equipment damage.
- Travel to remote areas within a particular region may involve extended periods of driving, both on and off road. Working environment will involve exposure to electricity, difficult terrain, traffic hazards, snakes, spiders and other crawling and flying insects.
- Work in remote areas is often performed alone and without direct supervision; judgment is required when consultation with Management is not possible. Must schedule and monitor own work, and work of direct reports.
- Travel may be required including overnight stays for several days.
- Extended periods of sitting may be required for administrative activities.
Preferred education, experience, certifications, competencies, skills, and abilities - above the minimum requirement; not required but advantageous in this position: - Bachelor’s Degree in Engineering, Engineering Technology or equivalent technical field
- Knowledge of pipeline operations outside of the Measurement field is desirable.
- Experience with light maintenance (mechanical, electric, electronic) is desired.
