Primary purpose:• The primary purpose of this position is the development and issuance of project schedules and risk assessment reports within the Project Services department, in support of various types of natural gas construction projects.• Primary activities include the development and issuance of project schedules using MS Project software as well as Project Risk assessment reports using risk analysis tools and techniques. • The Project Control Specialist will work with Project Managers to determine the appropriate levels of support for projects at the estimating phase, as well as support during construction phases. • Supports the Project Management team in the initial stages of schedule and risk development for natural gas related construction projects. • Coordinates activities with other engineering units as well as other related organizations e.g. operations, purchasing, environmental affairs, safety, etc. Essential duties and responsibilities:• Provides detailed project schedules and risk analysis in support of Project Management in the early stages of the project estimating phases as well as support during the construction phases.• Provides periodic project schedules and risk profile updates during the project life cycle. • Review MS Project schedules including a thorough review of project baseline schedules, key milestone dates and critical path dates, to ensure conformance with Project Managements timelines to meet project in-service dates• Review project risk profiles during the estimating and project life cycle phases. This includes a thorough review of project estimating risk ranging, development of risk registers and appropriate use of cost range distributions for use in the @RISK modeling software.• Develop risk assessment reports in the area of major uncertainty cost drivers, tornado diagrams, probability distribution curves and recommended levels of project cost contingencies needed to support management's financial objectives. • Possess a strong working knowledge of MS Project Schedule including baseline, key milestone and critical path schedules for various types of construction activities to include pipeline, compression, metering interconnects, encroachment and integrity projects that are common to the natural gas industry.• Assist management in the development of guidelines and processes to ensure consistency and accuracy for risk and scheduling functions. • Attend periodic staff meetings as required. • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.
Minimum requirements: Education:• High School Diploma required. • Training and experience in large scale and smaller projects, including natural gas compressor stations, pipelines, and meter stations in the areas of project schedule development and risk assessment techniques.• Familiarity with project management and project controls techniques. Preferred Experience / Specific Knowledge:• 3 or more years experience in engineering, project management or project controls with direct experience with project schedule and risk assessment methods. • Must have a good understanding of project management skills including project scoping, estimating, utilizing work breakdown structures, construction management, team building, resource planning and procurement.• Requires strong working knowledge of MS Project scheduling software and risk assessment techniques. • Needs good communication skills as well as strong analytical skills to solve problems and determine appropriate courses of action.Certification, licenses, registrations:• A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.• If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.Competencies, skills, and abilities:• Proficiency with computer applications, including Microsoft Excel, Word, Power Point, and Outlook. • Well-balanced interpersonal skills and strong verbal and written communications skills are required.• Must be accountable and take direction from Management; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules.• Organizational skills and the ability to prioritize tasks are essential.• Must be a problem solver with the ability to find resolutions.• Must be self-motivated and capable of working with minimal supervision and/or direction.• Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.• Qualified candidate must be able to pass company background check and drug test to be eligible for hire.Job level commensurate with skills, knowledge and experience.Physical demands:• Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.Working Conditions:• Majority of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities. • Availability to travel to multiple sites throughout the United States. Travel would be very limited and on an exception basis. Supervisory responsibility:• Direct the Project Scheduling and Risk analyst team on a daily basis. Preferred education, experience, certifications, competencies, skills, and abilities:Above the minimum requirement; not required but advantageous in this position: • BS Engineering, BS Construction Technology. • MBA with a Finance or Statistical emphasis. • Knowledge of natural gas pipeline operations• Knowledgeable of Palisades @RISK software for cost and schedule risk applications.• Project Management certification (PMP), helpful but not necessary.
