The Jefferson Lab Project Services and Support organization is currently seeking an experienced Quality Assurance Manager to support an exciting and growing portfolio of research, engineering, computing, and construction projects. The right candidate will develop project specific processes and controls to ensure timely compliance with project requirements. They must enjoy a fast-paced environment and thrive working as part of a team to provide exemplary support for a diverse set of project management teams.
The Quality Assurance Manager will have programmatic and managerial responsibilities to support project teams across the Lab. You will develop and perform the quality controls of specific projects to ensure each project is executed in accordance with laboratory standards and project requirements. This includes direct oversight and review of project plan documentation/specifications during the definition phase as well as physical inspections during the construction phase. Will closely collaborate with key members of the Lab ES&H, Performance Assurance, and Procurement organizations to coordinate service standards and align with the Jefferson Lab Contractor Assurance System (CAS). Experience with DOE Project Management Order O413.3b together with strong analytical skills and strong communication is desirable.
Essential Job Functions: Responsible for developing quality procedures for projects and ensuring that these are met. Assess tailored requirements for specific projects based on input from Lab management, customers, and project management leadership. Develop an outyear quality assurance staffing plan consistent with the growing project portfolio. Oversee the hiring and training of additional quality assurance staff. Ensure project quality assurance management documents and reports are produced with high accuracy in a timely fashion and that they clearly reflect the protocols and performance of each project. Provide guidance and consultation to project managers to advise of any quality control conditions that may affect timelines, cost, or technical objectives. Work seamlessly with project leadership and teams to ensure that quality standards are fully incorporated in project planning and execution Promote open communication and collaboration between all parties to ensure that projects are completed with minimal disruptions and delays. Support the annual reviews and audits of the portfolio of projects. Resolve issues arising from quality assurance during project execution that require coordination with other departments. Support preparation of general correspondence, technical papers, presentations, and documents in accordance with Lab guidelines.
Education, Certifications and Experience:
Bachelor’s Degree in Engineering, Science, Construction Management, Business Administration or a related field plus 5 years of relevant experience in a construction project environment, or equivalent combination of education and experience. Government contract project experience strongly preferred as well as supervisory experience. Certifications such as ASQ Certified Quality Engineer, Certified Quality Auditor or similar is desirable
Knowledge, Skills, Abilities:
Thorough knowledge of quality assurance standards. Advanced knowledge and application of quality assurance methodologies such as assessments, root cause analyses, corrective action planning and similar. Experience with management of a Quality Assurance team. Experience with FMEAs (Failure Modes and Effects Analyses). Knowledge of MS Office365 software and databases. Must be able to develop and maintain positive, cooperative, team-oriented relationships with direct-reports, co-workers, supervisors, and clients. Must have strong customer service orientation to assess customer needs and ensure delivery of exemplary support. Excellent written and oral communication skills. Must be able to produce outstanding, easily understood documents, including some of a sensitive nature. Demonstrated ability to balance, prioritize and effectively manage one’s own time to deliver results and meet deadlines. Knowledge of document control and records management. Discretion in handling confidential and/or highly sensitive matters.
