Senior Energy Officer


We are seeking to recruit a highly motivated and enthusiastic individual to build on the already well-established reputation of the Energy Management function within Urban Vision. With the core work area being for Salford City Council and schools, this is an ideal opportunity for someone with knowledge or experience of energy management and energy efficiency to contribute towards improving the performance of the Council. As a member of the team, you will share in our ongoing success and help to take our Energy Management activities to the next level. 

The Company

Urban Vision is a Joint Venture Partnership between Capita, Salford City Council and Galliford Try.  We are based in Eccles, within the Salford district of Greater Manchester employing approximately 360 staff in a wide range of integrated professional support services solutions.  Capabilities include a full range of property surveying and management disciplines, full design and cost control services, extensive highways and civil engineering design capability plus town planning, development control and policy services.

Our key client is Salford City Council although we have expanded our client base to a number of other clients and commissions both within the North West and nationally. 

What you will do

As our Senior Energy Officer you will:

  • Assist the Energy Manager in optimising the use of all energy and water resources, as encapsulated in the City Council’s Corporate Energy Strategy

  • Undertake energy and water audits of premises to identify inefficient energy/water consumption, make recommendations for the implementation of corrective measures and provide where appropriate detailed costings for installation of remedial and/or additional equipment including controls

  • Ensure the council is compliant with legislation relating to Energy Performance Certificates and Display Energy Certificates.

  • Manage the Council’s CRC Energy Efficiency Scheme to ensure compliance, including data collation, reporting and purchase/surrender of allowances.

  • Manage SystemsLink energy management database for the monitoring of energy/water consumption and associated costs in order to provide financial reports as well as savings and value for money across the council.

  • Produce statistical energy consumption models for corporate properties and schools in order to validate savings achieved by implemented energy saving measures and identify problematic energy consumption patterns

  • Provide data analysis reports and advice to Council Directorates and external clients (as required)  on all matters relating to energy efficiency,  to inform energy policy, strategic planning and budgeting

  • Assist the Energy Manager in the maintenance and on-going development of the Council’s computerised consumption monitoring system and the Energy Audit systems and procedures performance in accordance with the procedures stipulated by the Energy Efficiency Accreditation Scheme

  • Assist the Energy Manager in undertaking an ongoing programme of publicity and training activities to promote a greater awareness of energy conservation issues within the City Council

  • Assist in marketing the Energy Management function and linking services into clients needs

  • Liaise with senior management, officers, suppliers, other regulatory bodies, members of the public and other parties as required

  • Be responsible for all activities that are undertaken by officers assigned to the Energy Officer, including training and development

  • Deputise for the Energy Manager whenever necessary

  • Contribute to the creation and maintenance of energy management plans

  • At all times, adopt a cooperative ethos in dealings with customers and partners

  • Report opportunities to improve the profile, reputation or performance of the unit to the Energy Manager

  • Work within allocated time and financial budgets except where authorised by the Energy Manager

  • To be responsible for identifying and developing yourself professionally and personally


  • Degree or equivalent qualification in appropriate engineering/environmental discipline or membership of a relevant professional body, e.g. CIBSE, Institute of Mechanical Engineers, Energy institute or similar

  • Accredited assessor for the production of Display Energy Certificates and Advisory Reports

  • Experience in successfully delivering CRC Energy Efficiency Scheme compliance for a large and complex organisation

  • Highly computer literate in PC based systems including Microsoft Office Suite and specifically spreadsheet and Energy Management monitoring and targeting database packages such as SystemsLink.

  • Extensive experience of carrying out energy management and water audits within either a local authority or large organisations

  • Experience of researching, analysing, interpreting, and presenting energy management information using spreadsheet/graphs and explain complex information in a way that is relevant and easily understood

  • Knowledge and understanding of relevant energy-related policies, legislation, and initiatives.

  • Ability to write comprehensive energy and water audit reports
