WORK LOCATION:  Anchorage

SCHEDULE:  This is an Anchorage based position on an urban schedule with a 40-hour week or 9/80 work schedule.

BAND:  L/M

JOB SUMMARY: 

The Cost Engineer provides cost management, tracking, forecasting, and economic analysis for a portfolio of capital and expense projects. This role supports project execution and development by delivering accurate cost forecasts, variance analysis, and guidance on cost control standards. The Cost Engineer partners with internal clients to ensure project costs are planned, measured, forecasted, and reported in alignment with approved processes and Authorization for Expenditure (AFE) requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Provide cost management, tracking, and forecasting for a portfolio of capital and expense projects.
  • Perform month-end cost variance analysis in support of assurance and reporting processes.
  • Prepare accruals, forecast updates, and cost and economic models to support project decision-making.
  • Provide client support and guidance on cost planning, tracking, measurement, forecasting, and reporting throughout project execution and development.
  • Conduct monthly cost forecast reviews with internal clients to support regular reporting requirements.
  • Provide governance and oversight to ensure compliance with approved cost control standards, including management of AFE components such as external engineering services, procurement of materials and equipment, contract services, internal costs, and contingency.
  • Identify and define cost assumptions, schedule or budget constraints, and work directly with clients and stakeholders to resolve issues.
  • Participate in annual business planning efforts and development of long-range plans.
  • Develop and maintain cost element structures to ensure all scope items are clearly defined and costed.
  • Collect, monitor, and analyze cost data; manage risks; identify contingency requirements; and support change control and communication processes.
  • Manage capital and expense project cost engineering and change management activities for the assigned portfolio.
  • Ensure alignment of cost estimates and forecasts with project execution and contracting strategies.
  • Apply standardized, robust cost engineering work processes to support effective control of overall portfolio performance.
  • Plan, control, and measure project performance, including development of Work Breakdown Structures (WBS), verification of estimates, support of scheduling activities, and performance analysis.
  • Serve as requester and reviewer of incurred costs for services, ensuring costs align with planned spend and timely receipt of services.
  • Prepare and validate monthly Work in Progress (WIP) forecasts in support of the month-end accounting process.

MINIUMUM QUALIFICATIONS:  Applicant must meet or exceed these minimum job requirements to apply for this position.

  • Bachelor's degree in Engineering, Construction Management, or a related discipline
  • Three (3) years' experience in Cost engineering, project controls, or project cost management for capital projects
  • Demonstrated experience with cost forecasting, estimating, variance analysis, and economic modeling

PREFERENCES:

  • Experience supporting large, multi-disciplinary capital project portfolios
  • Experience with AFE development, cost control standards, and change management processes
