Under the general direction of the Sr. Regulatory Compliance Manager, this position is accountable for the following:
- Serves as a primary liaison between Alyeska personnel and regulatory agencies, with a focus on PHMSA and other federal/state entities.
- Builds and maintain strong relationships with internal and external stakeholders through proactive communication and regular engagement, including travel to remote sites and joint visits with agency representatives.
- Provides strategic regulatory guidance across operations, engineering, environmental, and project teams, ensuring alignment with pipeline safety and operational requirements.
- Reviews engineering studies, technical reports, and system documentation to ensure compliance with PHMSA and other applicable regulatory standards.
- Interprets complex regulatory frameworks and translates them into practical, risk-informed compliance strategies and operational procedures.
- Leads the development, implementation, and continuous improvement of Alyeska’s compliance programs, fostering a culture of accountability and innovation.
- Coaches and trains employees on regulatory obligations and internal policies, with a focus on USDOT/PHMSA, BLM, EPA, USCG, DOE, DHS/TSA, DNR, DOL&WD, DPS, DF&G, DEC, and lease/grant requirements.
- Identifies and negotiates resolution strategies for potential or actual non-compliance issues, leveraging engineering and regulatory expertise to advocate for technically sound outcomes.
- Analyzes compliance data and trends to identify opportunities for process optimization and increased efficiency.
- Champions innovative approaches to regulatory compliance, including digital tools, automation, and cross-functional collaboration.
- Advises leadership on regulatory interpretation, historical context, and strategic positioning in communications with regulators.
- Coordinates and prepares responses to regulatory inquiries, enforcement actions, and inspections, ensuring accuracy and consistency.
- Manages regulatory reporting obligations, including annual filings, special requests, and event-driven submissions.
- Supports incident and crisis management processes, ensuring regulatory considerations are integrated into decision-making and response protocols.
MINIUMUM QUALIFICATIONS: Applicant must meet or exceed these minimum job requirements to apply for this position.
- Bachelor’s degree in science, Engineering, Communications, Business, or related field
- Four (4) years of related experience
- Broad and comprehensive knowledge of risk, quality or compliance or related field
- Proven leadership, organization, and project management skills
- Advanced written and verbal communication skills
- Advanced computer skills for data analysis and compliance tracking
PREFERENCES:
- Master’s degree in business, Engineering, Science, or related field
- Detailed knowledge of state and federal regulations, including OSHA, EPA, PHMSA, and ADEC
- Five (5) years’ experience working in maintenance or operations
