Accountabilities and Specific Requirements:
WORK LOCATION:  Anchorage 

SCHEDULE:  This is Anchorage based positions on an urban schedule of a 40-hour week or 9/80-work schedule.

The IT Services Portfolio Manager reports to the CIO and is responsible for the entirety of the IT Services Portfolio end-to-end, in terms of its/their strategy and strategic alignment, definition, description, user satisfaction, key performance indicators, financial performance/budgets, and value of the service(s) to the business.  Manages a team of employees (which includes IT Services Owner leads).  Represents a critical role when/as the IT organization transitions to a service optimized operating model.  Develops and executes short to mid-term (1-3 years) IT Services Portfolio strategies, and operational direction of the IT Services Owners group.  Proactively leads, participates, and serves as a liaison/negotiator/mediator/broker between business stakeholders and the IT Service Delivery function, to optimize services in terms of (i) what the business wants/needs, (2) its ability and/or willingness to pay/invest/allocate resources, and (iii) the IT Service Delivery function's ability to deliver.  Defines and guides the nature and scope of IT Services, shaping, forecasting, and monitoring demand and consumption/utilization for each service; and works closely with IT Service Delivery and other planning groups to plan capacities accordingly.  Runs IT Services "like a business" -- for example, by defining cost allocation, cost recovery, and pricing plan(s), and regularly monitoring, assessing, and adjusting service levels (i.e., SLAs) from a business-value perspective, including ability and capacity of IT Service Delivery.  Negotiates and guides Services Owners regarding the allocation of costs from IT Service Delivery processes that are shared across services.  Regularly creates and guides services strategy, improvement plans, and roadmaps in terms of people, processes, and culture in addition to platforms/technology, and continually seeks to improve adoption, utilization, optimization, and value-achievement of services consumption by the organization, notably through ongoing change management approaches.  Centers services strategy innovation on simplification, optimization, standardization, and organizational change, not just but in addition to potential enhancement(s).  This role continually seeks out opportunities that enable and deliver streamlined and simplified business processes, and methods that drive efficient use of resources across the organization.  Requires the ability to influence others to accept practices and approaches, and ability to communicate and influence executive leadership.  Problems faced are often complex and require extensive investigation and analysis.  The IT Services Portfolio Manager include:
  • Manages a team of experienced professionals who exercise latitude and independence in assignments (e.g., IT Services Owner leads)
  • Accountable for all aspects of the business-facing IT Services Portfolio (i.e., their strategy and strategic alignment, definition, description, user satisfaction, key performance indicators, financial performance/budgets, and value of the services to the business)
  • Adapts IT Services Portfolio plans and priorities to meet service and/or operational objectives including financial performance
  • Applies understanding of the business and how the IT Services Portfolio integrates with and supports the achievement of enterprise-wide and departmental objectives
  • Identifies and solves technical and operational problems; understands and recognizes the broader impact across the department and the organization
  • Is guided by company and departmental plans and strategies, adapting, and optimizing the team’s ability to achieve service, quality, performance, and/or timeliness objectives
  • Guides and influences others either internally or externally to adopt a different point of view

MINIUMUM QUALIFICATIONS:  Applicant must meet or exceed these minimum job requirements to apply for this position.

  • Bachelor’s Degree in Management, Business, IT, or a related field *
  • 5 years direct or related experience
  • Knowledge and experience in project management
  • Advanced written and verbal communication skills
  • *Note:  Additional related exempt level experience above the minimum may be substituted for the education requirement

PREFERENCES:

  • Master’s degree in IT Technology or related
  • Information Technology Infrastructure Library (ITIL) Certification
  • Six Sigma
