Accountabilities and Specific Requirements:
WORK LOCATION:  Anchorage 

SCHEDULE:  This is a regular exempt Anchorage-based position on an urban schedule of a 40-hour week or 9/80-work schedule.


Under general direction of the Operations Director, The Oil Movements Manage is accountable for the following:

  • Management and deployment of resources to ensure scheduling, measurement, laboratory analysis objectives are met safely, reliably, efficiently, and in compliance with governing policies and regulations.
  • Leadership accountability for personnel performance and ensuring activities follow company policies including Open work Environment, Code of Conduct, and Approval Authority Guidelines.
  • Plan, conduct and direct development work to increase efficiency of the physical plant, O&M procedures, and IT related platforms.  The position is accountable for the delivery of all approved projects within the group.
  • Accountable for financial performance to annual budget and long-range plan including alignment to company objectives.
  • Plan and direct personnel development in order to cover business continuity and provide a baseline and building program for meeting the groups long-term goals and objectives.
  • Provide single point of contact for communication and relationships with entities involved in scheduling, measurement, analytical services; includes Owner staff, Marine Shippers, Producers, Crude Oil Shippers, Connectors, Quality Bank Administrator and State Regulators.
  • Financial authority over reimbursable expenses to operate and maintain TAPS Connection facilities.  Responsible for identifying measurement system operational needs and requirements to extend functionality into the future.  Identifies system improvements and equipment obsolescence to ensure projects are accurately scoped and implemented in a timely manner.
  • Provide emergency response to ensure continuous custody transfer measurement integrity at connection facilities and berth vessel loading. 
  • Maintain qualified staff to troubleshoot problems and direct Operations and OCC as necessary to maintain measurement accuracy.  Although most emergency response is regarding custody transfer measurement accuracy; Oil Measurements is the final authority on spill recovery volume determination.
  • Ensure contractor requirements are clearly identified, contractors meet minimum qualifications and contracts are established and managed to provide technical services, system upgrades, calibrations, product support, and departmental qualified staffing. 
  • Assign Contract Representatives as appropriate within Oil Movements.
  • Provide TAPS operational guidance and leadership direction to OCC and field technicians to ensure measurement and sampling accuracy during system upsets, project activities, maintenance, modifications, and repairs.                                                   
  • Accountable for the safe, effective, and efficient execution of Operations & Maintenance work scope.

MINIUMUM QUALIFICATIONS:  Applicant must meet or exceed these minimum job requirements to apply for this position.

  • Four-year degree in Engineering, or related area *
  • Six years broad and comprehensive knowledge of standards in operational oversight
  • Well-developed leadership skills
  • Proven record of managerial success
  • Extensive written and verbal communication skills
  • * Equivalent of experience may substitute for the Bachelor's degree on a year-for-year basis 


  • Masters level degree in Electrical, Mechanical or Chemical Engineering.
  • Prior experience working for an operating company in the oil/gas, pipeline, or petrochemical industries.
  • 2 years of supervisory/management experience.
  • knowledge of the API Manual of Petroleum Standards for crude oil measurement

  • Alyeska Pipeline Service Company (APSC) requires pre-employment drug testing utilizing hair test collections for all positions. The preferred collection site is from the head (approximately 1/2 inch of hair length necessary). Head hair testing provides an approximate 90-day window of detection that checks for positive drug use. In addition, for Department of Transportation covered positions, APSC will also utilize urinalysis testing. Any positive drug test makes you ineligible for APSC employment.
