Accountabilities and Specific Requirements:
WORK LOCATION:  Anchorage

SCHEDULE:  This is a regular exempt Anchorage based position on an urban schedule of a 40-hour week or 9/80-work schedule.

Under general direction of the Chief Procurement Officer the Sourcing Manager is accountable for the following: 

  • Manages a team of contracting professionals through the effective delivery of acquisition planning, contract development, negotiation, and contractor performance management. Process steward for AMS-010 (Contract Administration).
  • Ensures sourcing strategies, contract design and contractor management achieve the approved TAPS Contracting Strategy. 
  • Manages Alyeska’s Sourcing Plan used to forecast, prioritize, and plan early the high impact sourcing strategies and contracting deliverables.
  • Ensures approved contract templates, clauses and language are implemented to mitigate Alyeska’s risks. 
  • Ensures the contracting process optimizes the supply base and adds value to the overall supply chain by improving the contractor management. 
  • Ensures the team produces contracts with detailed business requirements, clarity around deliverables, appropriate risk balance with contractors, fit for purpose compensation design and adequate definition of key contract elements to ensure the supplier performance may be measured and managed. 
  • Manages the sourcing initiatives and utilize cross-functional teams to successfully evaluate risks and integrate complex business, legal, and fiscal requirements into requests for proposals and contracts; protect Alyeska’s interests to ensure the integrity of the sourcing process at all stages; proactively support the use of technology to drive efficiency in the sourcing process; actively support the Supplier Performance Management program and objectives; and retain a solid understanding of sourcing strategies and general knowledge of the discipline of project management.

MINIUMUM QUALIFICATIONS:  Applicant must meet or exceed these minimum job requirements to apply for this position.

  • Bachelor’s degree in Business Administration or other related discipline
  • Four (4) years of directly related experience
  • Well-developed leadership and collaboration skills. 
  • Broad knowledge of contract and procurement administration, practices, and principles
  • Advanced written and verbal communication skills 

PREFERENCES:

  • Master’s degree in Business, Finance, Logistics, Law or equivalent
  • Certification in Supply Chain Management
  • Three (3) years oil industry related experience
  • Seven (7) years directly related experience
  • Highly proficient with MS Office products
  • Proven record of managerial success.  
  • Ability to successfully perform in deadline driven environment

Position Description:
This position is accountable for ensuring the Supply Chain Council is equipped to govern the key sourcing and contracting decisions for the company. The position collaborates with company management to forecast Alyeska’s sourcing demand and allocates resources to ensure the company’s business needs are effectively and efficiently realized.  This position represents Alyeska management at critical points as a support to the Sourcing Team in achieving complex and high risk sourcing, contracting, and supplier management deliverables.  This position authorizes sourcing activities and contract execution within company process and procedure.  This position ensures the integrity of Alyeska’s business practices is maintained through the sourcing, contracting, and supplier management process.


KNOWLEDGE, SKILLS, & ABILITIES:

  • Ability to read and interpret single and three-line drawings, schematics, logic diagrams, P&ID, and wiring diagrams.
  • Ability to operate or maintain process equipment such as generators, transformers, motors, variable speed drives, motorā€operated valves (MOV), and process equipment.
  • Skills as needed to maintain power distribution system. Systems may include turbines, incinerators, and compressors.
  • Marine and land-based oil spill prevention and response.
